What is Fair Market Rent?

Fair Market Rent (FMR) is the U.S. Department of Housing and Urban Development's (HUD) estimate of what a property would rent for in the current market. HUD publishes FMR annually for every ZIP code to establish Section 8 voucher payment maximums.

Investors use FMR in two main ways:

  • Section 8 ceiling: If you accept Section 8 vouchers, FMR sets the maximum rent the voucher will cover. You can't charge a voucher tenant more than FMR for that unit type.
  • Underwriting baseline: When rent comps or Zillow Rent Zestimate are unavailable, investors use FMR as a conservative rent estimate to calculate cash flow and cap rate.
